Large Public Power Council Announces Tom Falcone as President-Elect

WASHINGTON, D.C. [September 25, 2024] – The Large Public Power Council (LPPC) is pleased to announce that Tom Falcone has been elected as the organization’s new President, effective January 1, 2025. Falcone, who served as the Chief Executive Officer of the Long Island Power Authority (LIPA) for a decade, brings extensive industry expertise and leadership experience to his new role.

“I’m honored to lead LPPC at such a pivotal time for public power,” said Falcone. “I look forward to working closely with policymakers to overcome the obstacles hindering the development of critical energy infrastructure, in particular by reforming our nation’s permitting process and resolving uncertainties around domestic content rules that continue to impact public power utilities seeking to leverage federal incentives to expand clean energy resources.”

Falcone also emphasized the importance of maintaining grid reliability amid record load growth and a rapid transition to cleaner resources. “Our sector is undergoing a great deal of change. The electrification of the economy, new data centers and advanced manufacturing centers, and the rapid addition of renewables to the grid are reshaping public power in real time. We are committed to ensuring the reliability of the grid while supporting the clean energy transition and maintaining affordable prices for consumers.”

“Tom’s leadership experience and deep understanding of the public power sector make him an excellent choice to lead LPPC into the future,” said John Di Stasio, outgoing President of LPPC. “At LIPA, Tom was at the helm for complex, critical shifts in our industry. His experience makes him well-suited both to advancing public power’s priorities in Washington, D.C., and to facilitate the sharing of business intelligence and best practices among our members.” Di Stasio will remain as LPPC President until the end of the year, with Falcone serving as President-Elect during this transition period.

“On behalf of the Board of Directors, we are thrilled to welcome Tom Falcone as the next President of the Large Public Power Council,” said Jackie Flowers, Director of Tacoma Public Utilities and LPPC Chair. “We are confident that Tom brings the experience, leadership and vision needed to guide our organization through this time of change. Tom’s deep understanding of the electric industry, combined with his passion for public power and enthusiasm for innovation, will be invaluable as we navigate the challenges and opportunities ahead. We look forward to working with Tom to build on our past successes and continue to deliver value to our members.”

During Falcone’s decade-long tenure leading the nation’s third-largest public power utility, LIPA increased capital investments in the electric grid by over 300%, reduced outages by 40%, achieved top-tier reliability, and launched the nation’s first utility-scale offshore wind farm. With Falcone’s strong financial background, LIPA also reduced leverage and financing costs, resulting in four credit rating upgrades and saving customers over $680 million.

Before assuming leadership of LIPA, Falcone worked as an investment banker, advising public power utilities and governments and helping raise more than $25 billion for infrastructure investments across the country. Falcone received a Bachelor of Science in Economics from the Wharton School of the University of Pennsylvania.
